Towards the end of Elizabeths reign, an issue came about between the queen and parliament that became known as the monopolies crisis monopolies were a form of patronage granted to courtiers by Elizabeth, favoured by the queen because they cost her naught and bought her support from people at court. However, monopolies over basic commodities (such as giving a courtier exclusive control over the salt trade) led prices to rocket and line the courtiers pocket at the expense of the whole country.As a result, monopolies were disliked greatly by members of parliament. Privy Council members benefitted too much from monopolies to supp ort the MPs, however, and Robert Cecils resultant refusal to sympathise with parliament made the disagreement worse, until any subsidies requested by the government were unlikely to be supported by the Commons overdue to the tension. At this point, Elizabeth saw how much conflict was caused by the continuance of the giving of monopolies, and had to step in. She conceded to the Speakers request for her to suspend some monopolies, and the Commons were right off satisfied. This movement signified the start of Elizabeths decline in power and status towards the end of her reign.Although she remained the same powerful queen that she had been in her earlier years, respected by her subjects and capable of handling situations, her willpower had seemingly declined and rather than fight a further battle with the Commons she decided to give them what they wanted. In 1601, the queen made The Golden Speech, where she significantly reduced the number of monopolies amongst the courtiers. Although her message showed that she was conceding to the demands of parliament, she made the speech so well that this U-turn in her policies was as self-respecting as it could have been. Despite the Commons pressuring her into reducing monopolies, the queen remained respected in her defeat. However, this was another example of an issue over which parliament didnt manage to cooperate well with the queen.To conclude there were several different issues throughout Elizabeths reign that led to disputes between her and parliament, and each time the two sides tackled the problems with variable levels of cooperation. The contention over parliamentary privileges is an example where the majority of the parliament in fact agreed with the queen, and the lack of cooperation in fact came from only a few individual members, for example Wentworth. The parliament also cooperated fairly well with Elizabeth on the matter of religion, as in 1559 they managed to draw up the new Religious closedown having r eached a fair compromise. The slight lack of cooperation experienced in further years, when members of parliament tried to bring up the topic of religion against the queens will (for example in the session of 1584-1585), again came from individual MPs, such as Strickland, rather than from parliament as a whole.The two examples where cooperation between Elizabeth and parliament was lacking are in the case of deciding whom Elizabeth should marry and name her heir, and also what to do about the issue of monopolies. In one instance that of the debate over marriage and succession Elizabeth remained strong and would not let the parliament pressure her into doing anything she didnt want to. She remained in control throughout the decision making process, however it was an issue that continued to arise throughout her reign, in 1563, 1566 and 1586. The fact that the topic was raised by parliament so frequently shows that it was a matter on which they were never willing to cooperate.When it comes to the issue of monopolies, parliament only considered this a problem in the final session of 1601, and the queen conceded soon afterwards. Therefore we cannot tell if this was an issue on which the parliament would eventually have managed to compromise. Overall, parliament did manage to mostly cooperate with Elizabeth I throughout her reign. There were a couple of times when individual MPs stood up against the queen, but in every instance she managed to quash the opposition using her prerogative powers and strong willpower.Although the issue of marriage and succession seems like it was raised many times throughout her reign, it is worth remembering that in her 44 years as queen Elizabeth only summoned parliament 13 times, and so the parliament did not have many chances to disagree with the queen, let alone fall into serious disagreements. Therefore, despite the lack of cooperation over a few issues such as marriage, succession and monopolies, overall the queen managed to main tain control over both parliament and the amount of power the MPs held and as a result the two sides were mostly able to cooperate throughout her reign.

To man, who is made in the image of God, there is given dominion over the created world and the authority to exercise a stewardship which involves caring for what has been created. This has been developed within the Christian tradition so that man may be considered a partner with God in the continuing work of creation (Walters 88).In examining the question of IVF we are not imagineing at a question of creation out of nothing, but sort of what may be seen, from the religious viewpoint, as an aspect of the trust given to mankind to care for creation. It may then be more appropriate to designate of the facilitated rather then the created individual when we consider human intervention in the process of human fertilization (Walters 88).In considering this question and its ramification we will look at the viewpoints of some writers, both within and outside the Judeo-Christian ethical tradition, and try to determine whether or not basic notions of humanity are endanger by the artificiality which some have claimed is involved in the process.One argument against IVF is presented by the Roman Catholic Church using natural jurisprudence as the basis for their argument. The theory of natural law is widely taken to mean t hat God has visibly set forth Gods laws in constitution and humans should adjust them (Dyson 52). The primary lineament of IVF that comes under scrutiny from natural law is undoubtedly concerned with IVF as external fertilization. This is to say, the primary accusation coming from natural law focuses on the fact that in IVF, fertilization occurs in vitro in a glass dish, rather than in vivo, namely in the womans body. A second feature of IVF that is challenged by natural law is the use of masturbation by the husband or donor to provide the sperm without which the external fertilization cannot go leading (Dyson 53). A rebuttal against this is presented by Fletcher, in which he has proposed apersonal instead of a biological interpretation of the natural law theory, so that the nature to be respected becomes not the reproductive process but what is worthy of a human being-freedom, planning, control of physical nature to serve human nature Mans vocation is actually to frustrate nat ure as do medicine and technology, if rational needs and purposes require it (Fletcher 323).Another argument that many use to bear out IVF, and also abortion, is that the embryo is not actually a human being but instead just a mass of cells with the potential to become a child, therefore not worthy of respect or careful treatment as that which would be awarded to a baby. Walters, however, argues that the embryois actually living it metabolizes, respires, responds to changes in the environment, grows, and divides (Kass 32-60). It is actually human it pertains to the species homo sapiens. It is inappropriate, therefore, to refer to it as potential human life. We could, however, say it is potentially a mature human being (Walters 51).Walters continues this argument using the argument of Paul Ramsey.The human individual comes into existence first as a minute informational speck (with the single exception of identical multiple births) no one else in the entire history of the human race has ever had or will ever have exactly the same genotype. Thus, it can be said that the individual is whoever he is going to become from the moment of impregnation. Thereafter, his subsequent development may be ascribed as a process of becoming the one he already is.However, some would counter-argue that, since twinning and recombination are possible in the early days after fertilization, irreversible individuality had not been achieved at this stage. These possibilities show the uncertainty of human individuation at conception. If the uncertainty remains as long as twinning is possible, it would seem that individuality could be surely established only at blastocyst (an embryo four to six days after fertilization). Before this period, the embryo may be considered as only potentially a human being. This would imply that it is worthy of respect but not the same degree of respect as accorded to a mature human being (Walters 53).There are many more arguments concerning the ethicalness of in vitro fertilization, but the discussions stated above are the main points stated by the opposing sides. I do not trust one single conclusion can ever be drawn from these arguments. One can form him or her own personal opinion, but there will never be a single right or wrong answer.Based on the arguments I have read and learned about while writing this paper, I have drawn my own conclusions regarding the ethicalness of in vitro fertilization. I believe an embryo is a human being from the moment of conception and therefore its life should be treated with as much respect as a born baby should. I believe this life is peculiar and a creation of God. A baby is also, or should be, the representation of two people coming together in love to create a life. It should not be done outside of the body. An argument presented in Walters book that defends this position statesThose who reject human interference at the beginning of life would most certainly do so on the basis that what natur e has decreed cannot take place ought not to take place. For an infertile couple, this implies that they must remain infertile if they cannot produce a child by the normal means of conception then they must remain childless(89)This is not necessarily the case and is a very narrow-minded conclusion to draw, as I will explain in the next paragraph.I sympathize with the couples who wish to have a child that shares their genetics, but I believe God made the couple infertile for a specific reason. He made them infertile so they could have the opportunity to give an orphaned or abandoned child a home base. There are thousands, maybe even millions, of children without families all over the world. These children deserve love and a home just as much as the couple deserves to have a child. As William Walters put it so clearly, instead of insisting on the right of a couple to have a child, as some have done, let us be mindful rather of the right of a child to have parents (Walters 78). Just b ecause a couple cannot produce their own genetic child does not mean that they must remain childless.While many people may not agree with other conclusions I have drawn regarding the personhood of the embryo or the immorality of a couple having a child outside of intimacy, there is no disputing the fact that infertile couples have an alternative to having a child created through science. They could make something good out of a seemingly bad thing by giving a child without a family a home, love, and a life. There is an alternative to infertility without relying on scientists, test tubes, and small chances. They can create their own miracle by giving life to an already-born deserving child.Baier, K.
